
The Virginia Aviation Board met on August 20 in Virginia Beach to review funding recommendations for Commonwealth Airport Fund projects. Funds allocated included $5,668,709.84 for air carrier/reliever airports and $2,431,148.00 for general aviation airports. $10,921,894.99 in state entitlement funds will also be paid to air carrier airports.
Projects include:
$1,623,293.00 for Shenandoah Valley Regional's Air Carrier Terminal Building Renovation (Construction)
$642,485.84 (entitlement) and $2,159,822.16 (discretionary) for Charlottesville-Albemarle Regional's Runway 21 Extension - Phase 1B (Construction)
$2,062,236.52 (entitlement) and $714,179.48 (discretionary) for Richmond International's General Aviation Apron & Clear Span Hangar Site Preparation (Construction)
$795,902.00 for Mountain Empire's Terminal Building (Construction)
The August board meeting was the first for members John Mazza Jr. and Alex Vogel, who were appointed by Gov. Bob McDonnell in July.
Mazza is president of Medallion Swimming Pool Company, Inc. in Colonial Heights. He is the current president of the Virginia Airports Owners Association, and a member of the Capital Region Airport Commission-Richmond International Airport as well as Dinwiddie Airport and Industrial Authority.
Throughout his aviation career, he has helped make safety improvements to airports across the state including installing security cameras at Dinwiddie Airport, clearing obstacles from approaches to airports, holding safety briefings and flight formation clinics, and advocating for airports' automated weather observing systems (AWOS). He was also this year’s recipient of the W. Calvin Falwell/Major Kenneth Rowe Award for Aviation Safety. The award is part of the Governor’s Transportation Safety Awards program, which recognizes individuals and/or organizations that have made extraordinary contributions to transportation safety in Virginia.
In 2008, Mazza became an on-air commentator on aviation safety for WTVR-TV6 (CBS) in Richmond. He has been featured on stories about the “Miracle on the Hudson” and the recent plane crash in Louisa County. He holds a commercial pilot license as well as Airplane Single Land, Multi-Engine Land and Instrument Airplane licenses. Mazza presently flies a North American SNJ as well as a Yak 52, Beech Bonanza and a Piper Comanche. He is also a volunteer pilot for the Military Aviation Museum in Virginia Beach where he is a co-pilot on a B-25 as well as a PBY Catalina.
Vogel is co-founder and partner at Mehlman Vogel Castagnetti, Inc., a non-partisan lobbying group, in Washington, DC. He has lobbied on behalf of aviation organizations like the Air Transport Association on issues such as the Airline Passenger Bill of Rights Act and the Abolishing Aviation Barriers Act. He is a pilot and owns a single-engine Cessna.
In the years prior to launching Mehlman Vogel Castagnetti Inc., Vogel served as chief counsel to Senate Majority Leader Bill Frist, M.D Prior to that, he was general counsel for the National Republican Senatorial Committee. He began his legal career with Wiley, Rein & Fielding.
Today, Vogel is a sought after lecturer and speaker on politics and elections. He has spoken at diverse venues including the German Marshall Fund, the CATO Institute and the Kennedy School of Government at Harvard University. He was named by Details magazine as one of the “Most Powerful Men Under 39”and was named twice to Roll Call newspaper’s “Fabulous 50”- a listing of the most influential people on Capitol Hill.
The Virginia Airport System is made up of seven regions and represented through the Virginia Aviation Board. Members of the board are appointed by the Governor to represent defined geographic areas of the Commonwealth. The board establishes and monitors funding program policy and provides a means of citizen access to the Virginia Department of Aviation (DOAV) in an effort to promote and develop a safe aviation environment. The board accomplishes this by allocating funds to worthy aviation projects.
